Limits
- 300 seats in total across Business Basic, Standard and Premium. Microsoft's example: with 250 Business Premium seats, you can add only 50 more Business seats. Microsoft "reserves the right to enforce" the cap (Microsoft Learn; service description).
- Business Basic has no desktop apps: web and mobile Office only (Microsoft).
- Meetings: Teams meetings with up to 300 people on Business plans with Teams, versus up to 1,000 on E3/E5 (Microsoft).
- Mailbox: see Exchange Online limits for current sizes by plan (Microsoft Learn).
- Moving from Standard or Premium to Basic removes desktop apps. Microsoft says unlicensed desktop apps go into reduced functionality mode (view and print only) (Microsoft Learn).

Sources: Defender Suite for Business Premium, Microsoft security pricing, Microsoft business plans; checked Oct 15, 2026. Business Premium plus Defender Suite costs $32.00 per user per month, compared with E5 at $60.00. That only applies up to 300 users.
Change management for small teams
In a small business, a plan change hits everyone at once, and there is often no helpdesk. Keep it simple:
- Write down who uses desktop apps, and who works only in the browser or on a phone.
- Tell everyone at least 2 weeks ahead: what changes, when, and who to ask.
- Try it with 2–3 people for a week first.
- Before you downgrade, save local templates and add-ins, and check mailbox sizes.
- Turn on MFA and device enrollment before you rely on Business Premium security.
- Show people where files now live (OneDrive or SharePoint) in a 15-minute walkthrough.
- Check back after 30 days and adjust licenses.
Microsoft doesn't specify a change process for Business plan switches. These are general good practices.
